En 1934, le gouvernement fédéral décida de faire de la prison fédérale d'Alcatraz un établissement modèle, offrant un maximum de sécurité pour prévenir les évasions et n'accordant que peu de privilèges aux détenus qui ne pouvaient négocier leurs conditions d'incarcération. Il était ainsi question de montrer au public que l'État était résolu à enrayer la hausse de la criminalité des années 1930.
